begin." Junkers handed the megaphone to a soldier standing right
next to him. He turned to Carnegie, and smiled. "If you would be
so kind, please follow these soldiers. They'll take you straight
to Albert Dawning. Maximus is already there, and is waiting for
you. Do not fear, Harrison will follow after the transfer."

Carnegie looks at him. "You know I didn't have anything to fear
until you mentioned it." Carnegie tells one of his men to make a
phone call and follows the soldiers.

is expected to bring about an interesting change." Junkers repli
d, and started for the Capitol.

The presidential building was in the process of being
refurbished, but not too much. Some more, modernized items were
being brought in by some Namenian designers and decorators, and
quite a large amount of new technologies were being placed.
There was one or two new portraits, and a beautiful picture done
by a Spartan painter hung upon the wall.
Albert Dawning was actually up there helping as Maximus sipped
from his brandy, the two of them chatting among themselves.
Albert had finished hanging a painting of what looked like a
naval battle among old ships. In the farther end was another
picture, this time of aircraft. Namenians prided themselves on
their Air Force, and they were master aeronauts. "Oh! Hello, you
three. Junkers, thank you. Please, take the soldiers to their
training."
Albert got down and smiled, grabbing a rag to clean his hands.
He looked somewhat sweaty, like he wasn't expecting this
meeting. He took a cigarette out and lit it, before holding out
the cigarette case to each of them. "Don't worry. If you don't
like these, I had some Namenian and Wellsian cigars imported.
Anything you'd like. Now, excuse me, but I must go get
presentable. I'll be with you in ten minutes. Please, make
yourselves at home."
He smiled and left the three leaders together to talk, and went
to his room to change and shower. In about ten minutes, he came
out of his room, his long hair done back in an almost pony tail,
and was wearing a nice black, silk jacket with a pink shirt and
a red tie. "Good day. Now, let's get started."

Carnegie looks around at the artwork and admires it with a sense
of honor as art is the only industry that the Golden Coast has
not industrialized yet. He takes a Wellsian cigars and begins to
smoke it.
" You know they won't let me smoke these in hospitals anymore.
Apparently it is unhealthy. My father did this and lived to be
103."
He sits back in his seat.
"Now why are we hear, President Dawning. This is the first
meeting I have ever been to where the president summoned us."

"Well, that's a good question. I suppose I should answer it,
no?" Albert asked, standing at his desk, and adjusting his tie.
There was an interesting little ornament on his tie, and his
cufflinks were very visible from where he stood. As expected,
they were in the style of the DEN roundel, not unexpected. He
smiled, and sat down, putting his leg up over his other in a
calm, commanding gesture, his hands curling together. "Ahh yes,
this is the interesting part.
"Since the NCSA has yet to compile a budget, and has basically
no funding for the Capitol, basically all government affairs has
been backed by the Namenian government. As you can expect, it's
basically falling under the largest budget: Military. You could
even view this as a military establishment, but that would be
silly and stupid. There is no such military establishment here.
At least... Not yet.
"You must be thinking, how dare they! Those Namenians! Always
building and fortifying. Funny you should say that. There will
be a military base built in Richmond. In fact, there will be one
in Wellsian... In DEN, and in CSM. But they will not be visible,
and they will not be state military. No, they won't even be
recorded as existing.
"Gentlemen, as part of a new program to keep the peace ((OOC:
And even spur RPs)), I bring upon you the joint secret venture
of Project Warfighter: the Teir One Special Operations Group."
Albert smiled, and got his hand up, clicking a button to show a
slide.
"This was the idea. Initially proposed by Maximus here, the idea
was to create, long ago, a special operations group. Only, in
DEN, we have plenty, and I doubted anyone would want to join us
in such a venture privately. Now, before I continue, I must
stress... Gentlemen, this does not leave the country. This does
not leave this Capitol, not even this building or room. This is
of utmost importance that it be kept secret. Not only for the
state's safety, but for the safety of all operatives and
otherwise involved. Am I clear? Officially, this would be a new
unit created under the NCSA Army. Already, we have two thousand
soldiers in the Army, but none in Project Warfighter.
Unofficially, it's nothing like that. I'm already having
preparations made for this to be kept top secret, but I need
confirmation from all of you. If you don't like it, you may
leave, but you may never speak of this again.
"Oh, and before you leave, I would like to say one thing: This
isn't the only reason I called you here."

Governor Harrison speaks up, "I will state unequivocally that I
am opposed to this project. I am opposed to off budget secret
military projects, I am opposed to Namean troops in my state.
All the NCSA has to do is ask and we will be glad, nay are
compelled by our state's constitution, to supply troops and
equipment. I would think that if the other states actually had
this confederacy's welfare at heart they would be more than
happy to supply needed troops as well in the interim. I would
like to point out to the President that I have been informed by
my Lieutenant Governor that while we have sat here my state has
become involved in what looks to be a civil war in the
Confederate State of Texas, a matter which the Confederal
Government is constitutionally bound to intervene in.
Please do not misunderstand, Mr President. We in Missouri have a
long history of cooperation with DEN, but as Maximus can no
doubt attest, we also have vastly different cultures. By our
standards Nameans area a highly militaristic people, to which
this sort of thing is probably commonplace and have no doubt
secrecy is as common as frost in your land. That is OK, it's
your land you can run it however you wish, that is your right.
We, on the other hand, are a frank, plainspoken, open people,
who value democracy. We also believe that secret government
organizations are the enemy of democracy. We value a strong
military to defend our democracy, but also believe it should be
firmly under civilian control."

"Ah ah ah, you don't understand. This isn't about posting
troops. This is the idea, my friend:
The selected states here contribute some money, some supplies,
and three squadrons of ten of their best, hand picked
operatives. If it is just Missouri, Wellsian, and DEN, then
there will be nine squadrons, enough for each state to have two
different squadrons in addition to their own in their state. The
reason for the bases is simple: they have to have somewhere to
stay. I had hoped that perhaps we could use bases in states, and
not put any secret military bases in Richmond.
If we each put a little money into this, say, 50 billion each,
we could build a Carrier and one or two other ships, maybe some
aircraft. This ship is technically the NCSA, but changed hands
every so often to avoid suspicion. When it does that, it changes
names.
Gentlemen, this isn't about control. This isn't about DEN. We
need undercover agents, and everyone knows that. What if lets
say, I get captured? Who will rescue me? Project Warfighter
will, or rather, Task Force Atlas. Let's say something sensitive
happens, and no one can be tied to it. Like, say, terrorism? We
can't get involved, and we can't let them know we are involved.
If someone took a Reactor, they could douse the area in
radiation before we could stop this. If we need information on a
court case? This. If we need to end a civil war via
assassination? This. If a member gets corrupt? This. Men... This
is the CIA of the military. Answerable only to the president,
not to the state. If DEN is causing trouble and we need a
sensitive operation, by God I will do it.
"Do you understand? That's why I called you here. We needed the
strongest militarily and economically, and on different ends of
the spectrum. Granted, I will put checks in place to make sure
I'm not going to be corrupted and start wars, but this is why we
need them. Sound okay?"

of the organization itself need not be a secret", Continued
Governor Harrison, "only what it is doing. There needs to be
civilian oversight, otherwise we could wind up with agents
running around willy-nilly doing what they wish. Or, what if we
have a President not as scrupulous as you. He could use them as
his personal hit squad to eliminate opponents. I would suggest a
select committee in the Congress with very high security
clearance. As for the aircraft carriers and such, our
Congressman is at this very moment trying to push the tax and
budget bill through Congress. Once it is approved I would prefer
that Confederal Forces remain Confederal forces and not at the
disposal of the several States. If there comes a time, God
forbid, that we should have to put down an insurrection by one
of the states it would be better that way."

"No no no, my friend, I understand perfectly. ((OOC: In real
lifethe president could kill more people now if he was insane
than he could with this...)) That's why there's a check in
place. Both the Task Force Commander, who is rotated, and the
President, must agree to the deployment. But if you are worried
about corruption, why am I commander in chief with no checks in
place? Just something to think about. As it stands, this is
currently the safest option.
"The carriers are not what you think. They are not under control
by anyone, per se, but run by a different nation. ((OOC: I'm
really trying to create a wonderful RP initiative and this is
just mean, man...)) As for the secrecy, if you tell a man
there's police around his house, he gets suspicious. If a
criminal doesn't know who the police are, he can't necessarily
hide his crime well, can he? Let's say Sparta gets nukes. If we
tell him 'Someone's searching your house', he'll hide things.
But if we don't, well who will be bothered? Anther reason is
security. If DEN put their top secret people in, they wouldn't
want their operatives known. Would you?"
