       Name: Moon Blade
       Description: a seemingly ordinary knife but when the owner uses
       chakra the knife transforms and it becomes a blade that is
       completely made out of ice that never melts or breaks and is
       infused with the moons power.
       Effect: When the moon is full and the user directly hits the
       opponent 15% of the time the opponent will be frozen solid and
       will not be defrosted unless the owner of the blade himself
       allows it.
       Can Others Use it: no because the blade itself was created by
       the owner and infused with the power of the moon. Plus it can
       never be replicated unless the owner recreates one.
