I may just do better line work, but I may just scrap this
picture to make something a little prettier for him

I'm thinking some kind of forest background, like something in
the leaf village. However. Some kind of dank dark scenery might
be best to show the kind of village he's from.

I think he's more of a sweet boy, in an unfortunate situation.
maybe he just happened to have the proper genetics for a certain
experiment.
perhaps a genetic trait that yield superior chakra control
compared to the average shinobi?
Allowing a subject, such at himself, to be WAY over powered with
excessive amount of chakra, not their own, without being over
taking by it easily.
Allowing for some implanted source that must be suppressed when
not in use. But when in use it allows an increased level of
physical strength and jutsu strength. Though, on the down side,
it would make the user appear really ugly and vainy, totally not
cute! Oh... and it would be cooking them alive, but I think it's
more important that it makes them not cute.
Maybe some kind of beastly chakra that can transform the user
into an utter monster if they go over a limit (60% perhaps)

Nice shading. And it sounds like your character has the same
powers as Jugo.
