VP Osibanjo Acting President Or Mere Commissioner?

What is happening in Nigeria today is to put VP osibanjos
capability to lead a nation to test.
It's not about showing pictures where school children hug him
and dash him sweet. Not about making jokes with comedians and
laughing.
Yes we all love his social character, but leadership of a nation
goes beyond hugs, jokes and pictures.
It's all about the law, constitution and exercising of authority
in the interest of the nation.
As an acting president, it means the entire security agency are
answerable to him. A group of people from the North made a
public declaration, asking Nigerians to leave the North.
And nothing happens. The same VP saw the action taking by the
DSS against Nnamdi kanu in the interest of Nigeria. The same saw
the action taken against yoruba youths after their clash with
Hausa in the Interest of Nigeria.
How come he can't request that same action be taken against
these youths from the North?
Is he really the acting president or a mere commissioner as
someone referred to him as?
