       Learning jutsu

       There are 3 steps to adding jutsu to your arsenal
       Know of the jutsu - Know that chakra can be manipulated in the
       form you imagine in the first place. Not all things are
       possible, but once you see it, the possibilities expand. (those
       with jutsu life skill can skip this step)
       Know how to do the jutsu - The handsigns, the balance of chakra
       in your body, the necessary elements, they bring the jutsu to
       life. Based on your intellect, you can understand a jutsu
       explained to you or researched. (pay ryo at this step)
       Perform the jutsu - After you've gathered the intelligence to
       know a jutsu, you can teach it to those you come across.
       However, for you to use it in public, you must perform the jutsu
       in private, once. Either with the person teaching you, studying
       in your bedroom, wherever. There just has to be a record of your
       growth. By extension, this means you must be physically capable
       of performing the jutsu (with or without enhancement)
