       Custom Jutsu Template

       Jutsu cost:
       D - 1000
       C - 2500
       B - 5000
       A - 10000
       S - 30000
       Handsigns and mana(chakra) slots for the most part, correlate to
       rank like this:
       D-5, C-10, B-15, A-20, S-25
       (Yes, I know plenty of jutsu are one hand sign. Just assume
       difference in time is getting the jutsu to actually execute. EX.
       kirin would be one seal, but finessing your chakra into a shape
       you got control over will just make up for the time the 24 extra
       handseals would've taken.)
       In the case of something like rasengan, it will be treated as if
       it does have handseals, in order to discern how hard it'll be
       for you to execute. If your dexterity is high enough to perform
       4 hand seals in one turn, you can use it in that turn. But if
       your dexterity is only good enough for two in 1 turn, you will
       need 2 turns to get the rasengan ready. Unless you have outside
       help like a clone or something.
