Date issue tax invoice on NPL disposal

Hi,
We are concern on date issue for tax invoice. We received
payment with two different date but want to issue one invoice
only.
Example:
Tender deposit received on 29.08.17 RM 2000.00
but balance after sale received on 06.09.17 RM 15000.00. So
total amount is RM 17,000.00.
We should issue tax invoice once payment of tender deposit
received OR after payment of balance after sale ?
What is the timeframe to issue tax invoice after we received
payment ?
Kindly advice.

This is how our Client handled this for 2 cases
Case 1
--------
1. Deposit recd on 02/Sep
2. Balance payment recd on 29/Sep
3. Tax Invoice issued on 30/Sep (For Total Amount received)
Did not comply with the 21 day rule but within the same month
Case 2
--------
1. Deposit recd on 20/Sep
2. Tax Invoice issued on 10/Oct (For Deposit recd)
To comply with the 21 day rule as different months involved

Case 1 - Tender Deposit , the balance after sale received & tax
invoice issued in the same month should be no issue.
For Case 2, I'm not really understand. Tender deposit received
in Sept but tax invoice issued in Oct. Actually tax invoice
should issued upon tender deposit received or the full amount
received ? If tax Invoice issued in October, we need to report
in Sept GST submission or Oct GST submission ?
