Reorganize the forums ahhh.

The forums board is confusing ahhh,
Each department need it's own section
Government Goes here - Access only to Gov except for
courts(subtopic)
Spam - More Subtopics
Each Department gets own office everything does not need to be
in gov section
First Department of Internal A - Academy - Goes inside
Second Depart of Economic A
Third Depart of Defense A
Fourth Depart of Foreign A - Put Embassies inside (subtopic)
Each embassy own subtopic
Security of these forums is ahhhh
Permissions needs to be rechecked and fixed ahhhh
I should not be able to see anything besides the Membership
department meaning no embassies or spam nothing.
