       I live in a building with more than 60 residents, all senior
       citizens, and every power outage has been very difficult for the
       people here. I once pleaded with the power company to give
       special consideration to this building, which probably should
       have a backup generator (but isn't likely to get one), because
       there are people here on oxygen, people who can't get out
       without the elevator, people in such frail health that extremes
       of heat or cold are harmful to them. That request got no
       response.
