       Victory to Harvard in Funding Lawsuit, Ruling Trump
       Administration's Freeze Unconstitutional":

       It seems that the victory may be all but meaningless because
       Trump is threatening to appeal all the way to the Supreme Court,
       which might not uphold the decision by Judge Burroughs.
