Sad weather drama in this part of the world

The area I live in doesn't deal with severe winter weather very
often but lately we've had quite a lot of ice. For a week now
things have come to a standstill while ice blankets the region.
       Here is one local scene:

Those with MS need to be particularly careful when there is ice.
Not only are we more apt to slip and fall because of balance
issues or muscle weakness--there's also the possibility of one
of the nasty little surprises that MS has in store for us
       sometimes.
A couple of times, when I was fairly new to MS, I was still
foolish enough to think I could just walk over an icy patch
since I had boots or shoes with good traction. The coldness of
the ice made my legs go numb entirely. I lost all sensation in
them. After several episodes of this, plus a couple of falls,
       maybe I learned my lesson.
In my building we have to go outside to a dumpster with our
trash bags. Most people try to make the trip daily. It's only a
short distance but when there is ice on the walkway it's
impossible. For the past week there has been ice on the
       walkway.
My trash is piling up right here. Luckily I don't have any
odoriferous trash at the moment and try to rinse out anything
that has any food waste clinging to it, like yogurt containers.
One of these days this ice will melt and I can make a trip to
the dumpster --or maybe more than one trip--with my rollator and
my trash bags. But not today.
A neighbor, who doesn't have MS, was walking her dog out there
today and fell. She was unable to get up. Other neighbors came
along and hauled her on a quilt over the ice and into the
building but she spent many hours lying on the floor in the cold
community room before the ambulance arrived. She waited from
3:30 PM to about 9:15 PM.
This should not have happened. Communities of this size ought to
be able to respond better to emergencies, even severe ice
       storms.
