Second thoughts about signing up for emergency alerts

The area I live in offers a way to sign up for emergency alerts
in case of a need to evacuate (extreme weather, for instance).
It sounded like a good idea, and a few years ago I signed up for
this, giving my landline phone number, which is the phone I use
most of the time.
Now I'm trying to cancel that registration but finding it next
to impossible. I'm still working on it.
Last night at 2 AM and again at about 5 AM the phone ringing
woke me up. A recording announced that there was police activity
in my area and residents should "shelter in place." Something
was said about shooting. The second time I was told to resume my
normal activity as the danger was over.
Yes, there was a news story about it that I later found on line.
The police had been pursuing a couple of armed men and there was
shooting.
But this kind of thing happens. I don't want to know about it by
being wakened twice. How likely was I to be out and about at
those times? So I wasn't in any danger.
The "area" mentioned was an area of several blocks. It wasn't
right outside my windows. The exact location of the activity was
several blocks away.
One city can be quite different from another, it seems. Here in
this smaller city they see a point in this kind of alert system.
Being from a much larger city, I don't. Or maybe I just place
too high a value on being able to sleep.
