There used to be a forum maker tab at the top of the page, but I
don't know what happened to it

Just go to createaforum.com. You can make any type of forum you
like! Also, the sploder forum was made with createaforum. Forum
creation is entirely free, unless you purchase some of the extra
stuff they have available. Hope you have fun with your forum!

You can also use smfforums, it's a lot like createaforum.
