In May, Lula avoided a bilateral meeting with Zelensky within
the framework of the G-7 Summit in Japan, and after the EU-Celac
meeting He criticized his Chilean counterpart , Gabriel Boric,
for his insistence that the region adapt to the European
position. Ultimately, the declaration did nothing more than
reflect the lack of a substantive agreement on the issue: there
was no condemnation of the Russian actions (as the EU intended),
       but rather a “shared concern” about the war was expressed;
position that was not unanimous either, given that Nicaragua
opposed validating that section of the declaration.
In short, the resumption of meetings between Latin American and
European leaders is an auspicious event to strengthen dialogue
and address issues that concern both regions, such as the fight

       climate change or the pressures
imposed by the worsening of the global dispute between China.
and the United States. However, the conclave also highlighted
that there are priorities that are not shared and that the lack
of substantive agreements based on a more horizontal
relationship continues to be an outstanding debt of the
       bi-regional agenda.

But it's not going to happen like that. Sooner or later, the
regime is going to collapse – and probably sooner rather than
later. Much depends on the Ukrainian offensive: if it happens,
when it happens, and how it happens. It may end up leading to a
political transition in Russia. I can't say this will happen for
sure, but it may, if the Ukrainian offensive is successful. But
the important thing is that there is no return to the previous
status quo . Ukraine is going to undergo enormous changes. And
Russia will undergo even more profound changes. As a Belarusian
comrade told me recently, we – that is, the Russians, the
Belarusians, all the former subjects of the USSR and the former
imperial Russia – have a good tradition: every time we lose a
war, we initiate reforms radicals or revolutions.
