Server suggestions on Gangs 'Families'

So on this server i was thinking if you could include gangs
(families), this could enrich the server with more rp and we
would also have fun. This is an example from another server here
is the link to where the gangs(family) rosters are:

On the website you should also add more topics for gangs so they
can discuss things within their gang and that topic should be
private and only gang members should be allowed to view that
page, same goes for the government the police and army.
The leaders of the gangs(families) should be in control of the
forum topics. Most of the stuff they discuss within the forum
topic should be rp.
In game these gangs should have their own fleet of vehicles,
base and etc. They must have their own gun locker with the
exception of a taser which only legal families should have.
Within the game the gangs should have a point system to
determine which gang has the most experience, this could be done
by members in the gang doing stuff for the gang. For eg. For the
illegal gangs there should be something called 'gun runs' this
can be used to fill up the gun locker when they are running low
on guns, they could use vehicles like burritos to drive to an
illegal stock up place (should be far) and stock up their van
and bring it back and put it in their gun locker.
How the gangs make money: I was thinking that the gangs should
be provided with couple of businesses that is owned by the
leader, if you can possibly raise the pay system and increase
the price of the vehicles to balance it out. To take the money
out of their vehicle either they can rent the 'money van'
(securti car) from the police (evidently the police earn money
from also renting out the van) or each gang could have their own
securti car.
I'll hope to have more suggestions for the server, if you can do
this suggestion it would be really great for rping and stuff.

Within the gangs there should also be a rank system like:
Owner
VP
Manager
Eliter Solider
Solider
Sociate
There should also be an OOC chat and a radio chat for each
gangs.

gangs i could be one and Chinthujan could be the other, for rp
situations ;D
