       Ukraine is losing industrial and agricultural capacity, imports
       and exports are disrupted and industries are losing technical
       cadres due to displacement, refugee flows, disabilities
       (physical and mental trauma) and death. The Russian Federation
       will have to pay for everything it has destroyed. Proposals and
       measures are being discussed, but the fate of frozen assets and
       the creation of recovery/reparations mechanisms will likely not
       be decided until Ukraine's victory.
