They make a 4cyl version of the Cummins engine in dodge pickups,
AND you can find them with a chevy bellhousing on the back,
would bolt to your stock transmission, and you could keep your
       factory column shifted 3 speed
Second best option is a vortec out of a newer pickup, same
belhousing patern and the possibility of flex fuel

Why would anyone choose to run flex fuel on a tow vehicle?

Because i think filling up for 3.01 a gallon would be better
than filling up for 3.60 - 4.00 a gallon, regardless of the
lower mpgs you get with e85

Quick update for y'all. I got the truck home on Saturday and had
a little time to work on it yesterday. I decided the first
things I want to deal with is getting it running good and fixing
the brakes. Now I heard it run for a few minutes when I looked
at it then it shut off and haven't got it to run since. Well I
am thinking that the carb screen got plugged up in the short
time I heard it run. I pulled the fuel line and learned that it
sat a lot longer than the guy told me, the gas came out looking
like a cup of coffee.so now I'm working on pulling the tank so I
can inspect the inside and flush the fuel system. I also need to
pull the carb and clean it up a bit.

Got a bit motivated today. I cleaned the carb and pumped out all
the nasty gas that I could. I put 5 gallons of fresh stuff in to
thin out what little was left. A little bit of playing later and
she fired right up. Bleed the brakes and I took it for my first
drive. I have lots of little things to work out but it may be
ready to drive for real soon.

I thought you sold this thing. Still plan it to be the tow
       vehicle?

I put it up for sale but it didn't sell so I decided to keep it
for now. I figured I wanted it running for the winter incase I
for some reason need it (but mostly to move it out of the way.)
Next on the list for it I have to figure out why none of the
electrical works and get a seat cover. I think I'm still gonna
       tow with it.

So I figured out why none of the electrical works. All of the
fuse holders are rusted. Not sure how I'm going to handle it
since it won't come out without cutting wires. I'm kind of
thinking that I may try to use electolysis. I think I can take
the panel loose and hang it in a bucket. For those that don't
know electrolysis is a method of removing rust by running
electrical current through your piece to an electrode through a
       base solution.

Mike there are lots of how to videos out there.
But basicly the way you do it is:
Mix water and washing soda (baking soda works too) in a bucket
Find a metal part you want to remove rust or paint from and a
       piece of scrap iron
submerge both in a the bucket (not touching)
hook up the positive terminal from a car battery/charger (or
other dc power supply) to the scrap iron
hook up the negative to your piece
crank up the current and wait
Don't reverse your positive and negative! It will ruin your part
       and clean the scrap...
DO NOT REACH IN THE WATER WHILE THE POWER IS ON!!!
Here is a short one I found to give an idea:
