Make it in the end or sky so people can't get in from the
outside and it's not encased in bedrock, also make it dome not
rectangle, also include a donor shop with better prices than
regular shops

Special shop that gives players who donate a better deal also
lots of space to build a house

Kirat, What if the donor tp's the non-donor and he gets
discounts. Do they lose their perms?

what will happen with the donator shop is it will be
worldguarded, in world guard there is a function which allows
you to make players freeze and not move from their one spot,
this will lead the player to not buy or sell unless you are
added into the region
