1. Who has the right to possess the land of Israel and
Palestine? Explain using historical/cultural/political reasoning
that reflect your country's position and beliefs. (Holly)
In Russia's stand point, peace is the ultimate demand because
Russia's leaders feel that Russia is taking a frontal role in
foreign policy and is open to working with the international
community on multiple levels. The majority of the international
community is leaning towards diplomacy. With the balance of
power shifting, the U.S. cannot handle everything independently
and Russia wants to participate in reconciliation between East
and West. Russia thinks they can mediate between Muslim
civilizations and the West. They want to build a Palestinian
State and have both Israel and Palestine existing side by side
(the two state solution). There are 5 points that Russia makes
clear about the conflict:
1. There should be a two state solution leading to creation of
an independent and secure
Palestinian state
2. Full compliance of the Israelis and the Palestinians should
be ensured with an agreement to halt violence and maintain the
resulting political structure
3. There must be reinforcement of Palestinian national
institutions
4. Reconstruction of the Gaza Strip must commence (and they
would like help from Egypt and Europe in this department)
5. There must be Palestinian dialogue with the PLO (Palestinian
Liberation Organization) and Israel in order to create and
sustain a Palestinian nation
However, deeper into the issue, Russia is a supporter of
Palestine, more than it is to Israel. The history of
Palestine–Russia (and between 1917–1991, Palestine–Soviet Union)
relations has been long and complex. For a number of historical
and political reasons, it has been deeply interwoven with
Russian (and between 1917–1991, Soviet) relations with the
Zionist-Israeli enterprise, Arab nationalism, and Third World
national liberation movements in general. However, at the same
time, particularly between 1956 and 1990, Soviet-Palestinian
relations were also part and parcel of the then ongoing
Soviet-American confrontation, and even after the Cold War
ended, the international and ideological role and importance of
the Russian-Palestinian relationship always far exceeded its
local and regional limitations.
Moreover, Russia still supports Israel, mainly because of their
support with the Chechnyan terrorists.
Therefore, because Russia wants to maintain their image, as well
as their connection between both countries, they believe both
countries should exist side by side.
2. Should the international community recognize the statehood
of Palestine? Justify your response. (Jason)
The international community needs to recognize the statehood of
Palestine. Russia has recognized their independence since 1988
and we still hold true to that. The international community
needs to join us in supporting the Palestinian people because
Palestine has independent rights to own a state with its capital
in East Jerusalem. A good portion of the international community
already supports their statehood, but the countries that are not
in support are too egotistical. These countries don’t support
what is right by helping Palestine, but instead they will not
lend a hand because they do not want to anger their allies.
Russia has good relations with Israel but nonetheless we will
support Palestine because we know they cannot achieve statehood
without the full support of the global community. Furthermore,
Palestinian statehood will improve the Palestine-Israel peace
process. There are some countries in the Middle East peace
Quartet that will not even support Palestine- which contradicts
to their purpose of finding a solution to the Palestine-Israel
conflict. Negotiations between the two countries will not
commence if the international community does not even recognize
Palestine as a state.
3. What is your country's position regarding Iran's nuclear
program? How should the program be addressed? (Holly & Jason)
Iran`s growing ability of achieving nuclear weapons can be seen
as a threat to peace in the Middle East by the Russian people.
The threat is amplified because Iran is not cooperating with UN
nuclear watchdogs. Iran will need to exemplify that they can be
trusted with nuclear weapons. Russia believes that there is an
international agreement that Iran will become hostile if they
achieve nuclear capability. Even though Iran may become hostile,
it is not entirely their fault. The western powers need to back
off on Iran because the more they push Iran, the harder they
will fight back. Russia does not agree with the United States
and Israel’s current methods of dealing with Iran. To stabilize
Iran’s position with nuclear weapons the Iran-G5+1 negotiations
must continue and to achieve this, Iran must not be harassed by
the United States. Russia is trying very hard to resume these
talks but constant bullying tactics from the United States draws
us further from peace negotiations. Right now may be the only
chance that the G5+1 countries have to solve this concern or
else this will become a collective failure for the entire
international community. Russia is not trying to protect Iran
but the international community must notice that we are trying
to prevent a border conflict or the beginning of a nuclear arms
race in the Middle East. Israel’s threat toward Iran creates
urgency for other countries to have nuclear power. Some country
will be watching this conflict and think that they will not be
bothered if they have nuclear weapons. Furthermore, a strike on
Iran’s nuclear program can not eliminate its program, just slow
it down. For you can never simply close Iran’s nuclear program.
