In the era of Peter the Great, geographers and historians at his
court played a decisive role in redrawing Europe's borders. By
designating the Urals as the eastern border of Europe, they
decisively included most of the western territory of the Russian
Empire within the old continent. This type of mental cartography
served as a symbolic basis for the Europeanization policy
promoted by both Peter the Great and Catherine the Great.
In her acclaimed "Nakaz," her great 1767 "draft" of her policy,

       was constant back-and-forth over
whether Russia was “European” and to what extent. But as the
Soviet Union approached its end, the Kremlin seemed to have
adopted Catherine's formula. One of Mikhail Gorbachev's favorite

Putin stated that Russia was "a European power" that had
developed and modified "hand in hand with other European
nations" over the past three centuries.

These days, however, the Kremlin proclaims that Russia is an
autonomous civilization that differs from Europe. The country's
leading political thinkers say Russia needs to free itself from
Eurocentric ideas. According to political scientist Sergey
Karaganov, “for 100 years there has been talk of the 'decadence'
of Europe. But now it seems that a critical stage has been
       reached.
