       Elysium Meeting Structure
       Authority Hierarchy:
       Speaker
       Keeper
       Primogen
       Speaker of the Elysium Rules:
       The Speaker will be expected to give his/her opinion last in
       matters of importance; i.e. law making, Blood Hunt charges, etc.
       The Speaker is to acknowledge every Primogen who wishes to speak
       until their time for the discussion is up.
       The Speaker will have only one vote but it will be cast last.
       The Speaker must be a Primogen.
       Keeper of the Elysium Rules:
       The Keeper of the Elysium will be expected not to abuse the
       ability to use disciplines in the Elysium and will only use
       sufficient amounts of force depending on the situation in order
       to keep peace in the Elysium. Any shows of unnecessary force
       will result in an immediate Blood Hunt for the Keeper of the
       Elysium.
       The provider of the Elysium will automatically be made Keeper of
       the Elysium. If they do not accept it, the Elysium will be moved
       elsewhere.
       The Keeper can be asked at any time by the Speaker to escort
       someone/something out of the Elysium, consequently doing so when
       asked.
       Primogen Rules:
       Each Primogen is allotted one vote each, no exceptions.
       Primogens, if absent for a meeting, are allowed to elect a
       member of their clan as a sub.
       Primogens will respect the Speaker’s and the
       Keeper’s authority.
       General Meeting Rules:
       No one speaks until acknowledged by the Speaker of the Elysium.
       In order to be acknowledged, one must raise their hand and wait
       to be acknowledged.
       Each Primogen wishing to speak will only have eight minutes per
       discussion.
       All those in the Elysium, save for the Keeper, will be expected
       to respect the Elysium with no use of powers at times in the
       Elysium.
       The discussion time for each individual Primogen is to be
       measured for every second he/she speaks. If they are done
       speaking but wish to continue on the specific topic later, their
       time is carried over for that discussion.
       Those who are not Primogens but wish to speak at a meeting
       should have the Speaker’s permission first.
       Time, which will be kept by the Speaker, will be kept in a way
       where everyone can see it.
