Update! (Again! I hope my double-posting isn't an issue. If it
is, please let me know and I will slow down some.)
I attempted a conglomerate of advice here. I essentially
attempted (keyword there) a character sheet for one of my
characters. I chose a female to try out the thing Crackhead
Johny mentioned about the hip triangle as well as keeping the
same body type as Lumaria mentioned, and I also decided not to
add clothes to give you an idea of what my basic forms generally
look like.

Overall, I am seeing a lot of the problems you're talking about
with consistency. I figure if I practice this at least once a
day for a while I should find improvements. I'm not sure if I
should try the same character for a week until I get it right,
or if I should try something different every day to make new
mistakes to learn from.
On top of that, though, ugh, drawing from behind definitely
needs work. I almost want to apologize to you all for having to
look at how badly that turned out.

The character sheet I showed you earlier was only to show you
how clothes flows. That one was very minimalistic.
Here's one that you should probably look into.

Take a gander at this.
HTML http://skatingiran.com/download11.pdf
The female in this is physically fit. If you want a hard body,
this is your model.
Compare the differences between her and what you drew. Round
down/soften and reduce what you are putting on. I suspect you
have drawn many male characters and are beginning to branch out
into female characters.
Also you have an internet, look up pictures of breasts/nude
women.
Breasts are bags of fat with no real supporting structure (until
you get into implants or to a degree, arousal) that are dragged
down by gravity, guesstimate that they will hang down to the top
of the rib cage (unless you are trying for Bakunyū,
Kyonyū, OMGWTFBBQ!) . They also generally start lower than
where you placed yours. So what you have ended up with, are
round pecs.
Also keep in mind that breasts are deceptive like eyes. When you
first start drawing it feels wrong to put the eyes in the middle
of the head, instead of towards the top. This is why some people
draw eyes WAY to high.
Clothing that you see every day like bras, pushups, and corsets
that leave a woman's chin resting in the center of her cleavage
do not help with this.

Well, with both of those pieces of advice in mind, looks like
day two will have my work cut out for me a little bit. Thanks a
lot for the anatomy reference, Crackhead Johny. I remember
seeing this exact book somewhere before, but I lost it on the
web. It's nice to have it back. I may start using it to practice
drawing what I see to kind of kill two birds with one stone.
Also, the eye analogy is amazing. I'd never thought of it like
that. (Also, I'm not sure if this is considered "too personal",
but I find it extremely relevant: I have relatively small
breasts, especially in comparison to anime characters, so a
combination of the fact that I constantly have to look down to
see mine, which skews my perception, and the fact that there
isn't much for gravity to work on probably contributes to my
overall lack of understanding. Yeah, when drawing the female
form, I generally look to my own body for help because it makes
it easier to conceptualize, but I suppose I do have an
androgynous overall figure.) Regardless, understanding how to
draw bodies will be my priority, because once I have that down,
putting clothes on the form will be another issue to tackle.
I expect this will take a while and a lot of miserable sketches
before I start getting a breakthrough.

Although it may sound sad, even women have a hard time drawing
breasts.
I personally had a problem with them, and i was still fully
aware of how they're supposed to appear.
Here's another expirement you could try to get a good handle on
different shapes of people. You could make a random character
with a specific height and then draw them again only perhaps
slightly muscular, and then again but instead very fat. As long
as you keep all three versions the same height you should be
fine. No matter how fat/muscular the character is, the bones
should stay the same height.
That's why the outline is very important. Because it acts as the
skeleton.

Wow, in that short amount of time you made some improvements!
I'm very impressed. Keep at it!

Breasts are really rough especially if you are doing them across
many frames of fast action, like a fight scene or a car crash.
Video game makers have TEAMS of people working to get breast
physics right or pleasing but believable. Whole groups of
people, dedicated to getting shape and movement right. Manga
does give some leeway as usually they do not distort breasts
when a character is on all fours crawling through an air vent
compared to how they are when the character is just standing (of
course undergarments also help with this in real life so it may
be that in anime/manga that it often looks like characters do
not wear undergarments, that they all do).
Breasts are a somewhat stretchy bag of liquid. Trying to
draw/animate Jello would be rough also.. I can't think of an
anime where anyone has jello, maybe this is why they always have
flan.
A drag queen once explained to me the best way to make fake
breasts, was to put jelly into a balloon and use the tied off
part as a nipple. I just though of the mess if one popped.
Odds are not many are aiming to make High School of the Dead
or.... Eiken Club, so the movement is less important.
Well I'm prattling. Anyway you may want to look at pictures on
the internet and then do whole sheets of torsos like you would
for faces.

I never got around to doing anything yesterday, since sleep
deprivation finally decided to crawl up on me. I kind of took a
variety of advice and put it into what I guess you'd call a
"study" page, using Dance in the Vampire Bund as reference for
figuring out how breasts work.
Now, I will say that I speak frankly in my notes sometimes, so
if you can manage to read them, they might be a little
offensive, depending on your tastes. That said, let me also put
this a little bigger.
NSFW WARNING: THESE ARE BREASTS.

I will say that this did kind of help me better understand how
to draw larger breasts, which I previously had trouble with. I
may need to try more again later, just to ensure that my brain
and hand are in agreement.
In any case, I probably will be drawing another character sheet
tonight, because if nothing else, the summer boredom is killing
me.

That was alarmingly fast progress. I was thinking you would work
weeks to begin to get to where you got to overnight. Nice work.
I expect you will be doing Dutch Masters work by tomorrow at
this rate.

To be fair, that was me drawing directly from a reference. I
normally try to draw from my mind because that's generally where
I need help with it, but I'm definitely better at drawing what
my eye sees than what my mind does. Whenever I stop loafing and
start getting to work and drawing today/tonight I'll probably do
that character sheet with your anatomy reference as a guide.
Guides and direct references work differently for me, because
like, there's drawing what you see, and then taking what you
see, conceptualizing it in space, and using your mind to figure
out how it would work it something about it (the angle, the
size, etc.) were different.
