Ken's "Detroit" With a twist!

The world as we know it spins on and on, but here in this world,
there are a few minor anomalies you must face.
1. The existence of telekinetic/psychic powers was discovered
during the early 2000's.
2. Government control over The United States, as well as The
United Kingdom has turned into utter anarchy. The US cities with
the highest crime rates entering 2010 were absolutely shut off
from the outside and left to rot. Military police roam the
streets with full authority to kill on sight.
3. If you are an Esper (psychic/kinetic) you are usually drafted
into the military or hunted as a threat by them. Some exist in
the upper echelon of businessmen and politicians as well though,
and these are said to be the real men who run the world.
4. Everyone has the option of choosing a simple Esp power such
as telekinesis or pyrokinesis, and starting with control over
said power, or they can opt for a more advanced power and remain
with limited practice and control. (Unless you provide a CS
detailing exactly how your proficiency came about)
5. Only TWO powers may ever be acquired by one Esper, but no one
at start will have that capacity.
6. Key here is a well rounded, developed, and thought out
character moreso than a power. Drama on every level is
acceptable. From fights in the club, to brawls in the street,
all the way to all out war if necessary. You are expected to be
secretive regarding your power, but certain characters would
have no need. Such as military personal in some ungodly psy-unit
XD

Downtown Detroit had become a "wonderful wasteland" as Jeremy
liked to call it: Ripe with muggers, convicts, and scoundrels of
all types, the city quite literally fell into ruin. Buildings
had collapsed; the roads were nigh on impassible by all but the
sturdiest of vehicles, and the secure structures were usually
held onto tight by the military and their "Protection Units".
They had all but given up hope; the people of Detroit, but when
a riot led to an uprising in the city's center, things began to
change. Many of the military patrols in the city pulled out and
manned the exterior walls, while the people of the urban
environment began to govern themselves.
Jeremy had never paid attention to the news or politics, but
when an Esper was elected by popular vote as Detroit's new
"Chairman", he quickly began to watch the results. For years now
Espers had been hunted and enlisted into the military, and so
few still lived in the city it was a miracle for one to rise so
high and so fast. At first Jeremy thought he was mistaken: The
city thriving, crime rates dropping, and more people on the
streets than in many years, but as time drew on and he watched
the movements of the local government, he began to suspect
something he had been right about all along.
This new "Chairman" as he called himself, was nothing more than
a walking meat puppet for the man behind the curtain. Someone
was pulling his strings and Jeremy needed to know who... But
with no credentials, limited people skills, and a plethora of
charges against him, Jeremy Lewis wasn't exactly walking into
central Detroit and demanding answers. At least... not alone.
Jeremy had always pictured himself alone; wandering the streets
of Detroit since a young age, and when he first manifest the
gift of Esp at 13, he only suffered more isolation. People
shunned him; they feared him, and in the end it served as the
main reason for many of his various crimes.
Jeremy was a rather intelligent man, and yet his kinetic ability
took far more physical effort than mental. He could lift objects
with his mind; moving them freely with telekinesis, and over the
years on the streets of the wrecked city-prison, he had learned
a thing or two about his own limits. He couldnt lift a car, or
throw a rock through steel, but he could easily lift another
human being and hold them aloft. He had even held a gun aloft in
the air for one shot, but that took so much effort and put so
much strain on him that he passed out and has never again tried
it. When tired, his body is weak, and his mind can not
compensate for the lacking energy. He can hardly lift himself
after lifting a substantial weight or holding something for too
long, and when he exerts his full force on something, he is
often left completely unconscious.
Jeremy nurtured and cultivated his power for years, but with
little intent on exploiting it entirely, he never chose to
over-indulge. He prefers his wits and his feet over his power
any day, and when cornered will still attempt to fight without
esper abilities until he has no choice. There aren't many things
he won't do for money, and if it's illegal his only condition is
that he gets paid up front. He steals, he sets fires, he
threatens and stalks. Whatever is necessary to live another
day...
