TMs will be able to be purchased from an App accessible through
your pokedex. (The pokedex of the future.) The pokedex will also
hold your PokeCredits, or PC for short. These will be
administered through sales, trades, and as rewards for winning
pokemon battles. (Characters are also allowed to receive a
reasonable allowance once every seven rp days. No more than 1500
Credits.)
TMs, much like in the later generation games, can be used
repeatedly once you purchase them. Teaching a move to a pokemon
via TM does not mean the Pokemon masters the move, only that
they now understand the concept. It will take practice and
repitition for mastery, depending on the difficulty of the
technique. Techniques are easier to learn for Pokemon who's type
match the type of attack. Techniques are ranked according to
power and difficulty, and the Rank determines the price of the
technique

Note that any Pokémon capable of running/jumping can use tackle.
Think of pokemon battles logically. This isn't a video game,
it's a story.
Fire example, an attack such as tail whip isn't going to lower
the enemy defense, it's going to whip the enemy with a tail,
causing damage.
If you're unsure what any particular attack does, feel free to
ask!
