Code Enforcement officer won't be charged

Just another case of our rights being trampled upon. Am I
reading to much into this?
Tall grass...A threat to the community I guess. Did the officer
commit a crime? Do you agree? Disagree?

A code enforcement officer is caught on surveillance cameras
illegally entering a home in an attempt to enforce a local code
involving grass growing too high. The enforcement officer was
actually a former sheriff’s deputy for a neighboring county who
resigned after admitting to stealing a laptop from the evidence
locker! Furthermore, he let his own brother BORROW his badge,
where the brother used it in a local bar after getting involved
in a brawl.
Yet the officer merely went to another county and got another
job working for the government, where he broke the rules AGAIN
by illegally entering a home.
After investigating the case for five days, the sheriff’s
department DID NOT charge the man with the crime of entering the
home illegally. Instead, they stated there was no criminal
INTENT to justify charging him, even though he had already
committed the crime!

I am still surprised when events such as this take place.
How does tall grass give anyone permission to enter a private
residence? The appropriate action would be to post a notice, or
sent a notice in the mail. Why would a code enforcement officer
have to go inside? Was he trying to get the owners lawnmower and
take care of the tall grass? I don't think so. His dubious past
is irrelavant as it is his current actions that he should be
accountable for. What if the property owner happened to be
getting into the shower? Isn't trespassing itself illegal in
that town? Intent to commit a crime is evidenced by the fact a
crime was committed. The citizens of that community should take
notice. The prosecutor and the Sherriff were lazy and careless.
