       Lobanov, who faced Evgeny Popov, a prominent television
       presenter who had the entire electoral and propaganda machinery
       of United Russia behind him. However, when the electronic votes
       arrived – with a suspicious delay – the race was decided in
       favor of the official candidate, as happened practically
