History: A resident of United Base, he is distanced from his
parents who are rarely home due to work. As the result of this,
he doesn't really understand how loves works and the bonds it
has. Rai is a kind guy who can get along with most peoples, but
he isn't loyal to anyone. He is shown to enjoy violence and is
slightly sadistic when in battle, but he can care about someone
he loved. After his identify as an ATF Human was discovered, he
was then transferred to Steele Base and is the pilot of Fenrir,
skilled purely in destructive manners.
