We Tervari, start tiering with Custom Tiering, this is just
tiering with where we feel something belongs, this is as not
everything is programmed yet and we can't measure usage yet.
Also, a lot of details may be changed in Quality Review (More
information about this Review Later)

or to be a small mon but o well
