       lol no PC++ with spammish posts please? I really think it should
       be as an effect:
       " The user hurls the target while cooling its body to below zero
       temperatures. The target may be frozen."
       I dont like "throwing Ice" since we already have Icicle Crash
       and the freeze part should have only 10% plus flinching doesnt
       work with this move in my mind :l
