Voting positive as much as I hate Dynamic Punch spam and all
that, I don't see how it will be that threatening, it might make
those really inaccurate moves like Zap Cannon actually really
good and even form a playstyle of its own.

Positive It is not op since no boost to power nice overall,
and can force the user to switch.
