Azelf and Jirachi both for A Rank. Azelf is in one of the
highest speed tiers around, has a flinching move, and haxy
moves. Jirachi is the same, except it's Scarf set can't outspeed
Scarfmie.

Stoutland for B at the least, despite Hippowdon not being good
in this meta due to its low speed and being vulnerable to freeze
and flinch, in sand Stoutland outspeeds almost everything and
can hit all pokemon for huge damage with crit returns, super
powers and pursuits/bite (flinch move) with the last move being
Iron Head (even more flinch shenanigans with immense speed in
the sand). It might be better in this meta to run Life Orb
instead of Choice Band (because one free turn due to a forced
switch can be disastrous).
I would argue for A too, the only downside is having to run
Hippowdon / Tyranitar (Both of who have low speed for this meta
and scarfing Hippowdon is just silly :) )

ScarfTar is a decent idea though, with crits it gets all the
power it needs to Pursuit trap opposing scarfers stuck with a
NVE move. Even with crits, it has to live one of those. And no
runs Politoed since it can't survive crits so Stoutland should
still be a beast. The only problem is it's vulnerability to
priority which sucks.

comments and arguments, I have some changes myself too and
actually Politoed is quite decent

Nature: Timid (+SPE -ATK)
Item: Choice Scarf
Flamethrower
Ominous Wind / Shadow Ball
Dark Pulse
Energy Ball / Trick
What it does: The first thing you'll notice about this is its
typing, it resists moves like Iron Head, Bullet Punch, Vacuum
Wave, Mach Punch, Quick Attack, Extremespeed and Ice Shard. You
may already notice it, but that makes up lots of Lucario's
movepool, one of the hardest Pokemon to defeat, that is where
the scarf comes in, so it outspeeds all non-boosted, non-scarf
Lucario's, not only that, but it can also check Scizor and the
like. Flamethrower always burns, Ominous Wind Raises all Stats,
but is weaker before the boost than Shadow Ball, so you got to
look which you like more, Dark Pulse is for the obvious
flinching and Energy Ball is for coverage, although Trick can be
used to handle things like Lanturn and the like.

What it does: Ever heard of Scizor? Well this hits equally hard,
but with a better typing priority in Mach Punch. Because it is a
bit to slow to run Spore effectively here it can forgo Life Orb
for Choice Band, which makes it an incredibly revenge killer.
Although it has a lesser defensive typing than Scizor, it has
multiple advantages over it, which are better offensive typing
and arguably better other moves. It has in Bullet Punch a strong
move against locked or slow Water Types and that will be good
with the lack of Grass Types in this metagame, it also has Low
Sweep, if you predict a switch you can use it to hit harder and
lower to foes speed, tho Force Palm does the same for non-limber
pokemon, but both enable you to hit hard and faster. At last you
have ThunderPunch as coverage although much moves can be used
too altho lots are special. But it is too bad it is hindered by
some of the bigger threads in this metagame like Lucario, Scizor
and Shedinja.

(Only one I am almost certain about, others are just borderline

attack and able to become awesome sweeper

oh Present, be aware of common priority in the metagame and some
scarfers actually outspeed Stoutland, of course I'll think it is
B, but A might be a tad much

i think porygon-z should be in the same rank as alakazam . its
not as frail as alakazam and has the same spA stats also it gets
download. here is one of the sets i suggest

i guess a scarf set will work better since it can avoid facing a
priority move at 1% health.
priority attacks like mach punch can destroy it.but with dark
pulse ,agility and better defense i think it's a better choice
than alakazam.
i agree with escavalier being demoted and thats only because of
speed,but i guess if somehow a tr haxmon team is made it will
fit in nicely
also i suggest azumarill for rank A , mainly cause of aqua
jet,banded huge power aqua stab jet can wreck and some sr
support can help it in ko'ing mons easily.
as for terrakion and keldeo imo terrakion is better but i guess
we need to test it first
also in my opinion volcarona doesn't deserve A in this
tier.mainly cause it cant set up here without being ko'd due to
being frail to physical attacks and flame body being useless
against fire mons.
also latios should be considered for testing
