I don't know, it seems like Armor Boost+RestoChesto would be
kind of OP because you get a few turns of Defense raises, then
you heal and wake up, then each attack does like 2 HP damage.
Negative unless it has extremely limited coverage.

Well tell that to Speed Boost. Okay we wont distribute it to
much Pokemon, maybe some existing Steel-types that have average
defense or maybe Golurk :P

Well yeah but Speed Boost is only on mons that are already
pretty quick as it is, and a pokemon can be really fast but you
can beat it with lesser hits than a pokemon with +6 defense and
Rest to keep healing.

What if we give it to a Base 45 Def Pokemon? Or
Golett-exclusive; and ban it from LC?

Well you can still hit it hard on the special side and
crits/etc.
