       Chaotic Rapier Changes

       As we all know, one of the most hyped weapons on most of the
       RSPSs' out there is the Chaotic Rapier.. but on this one it
       needs one major change. Accuracy.. the accuracy on this thing is
       terrible. go to sara gwd for example use chaotic rapier one
       kill, then use a dds (no spec just poke) and you will see that
       the dds hits more than the rapier. i think that needs to be
       changed. because right now it is looking terrible..
