       Why is the vinyl halide less active than alkyl halide wrt
       substitution of the halogen atom?

       Resonance. Halides have 3 lone pairs, which can resonate with
       the pi-bond of vinyl halides. So the vinyl bond has more bond
       order due to presence of double-bond character, so it's less
       reactive than normal alkyl halides.
