what should be the conditions for a elimination reaction to give
Saytezeff product?

1) Precondition for elimination over substitution: the alkyl
halide used should not be 1 degree... In general the order of
elimination reactions are favoured more for 2/3 degree halides.
If you had used alcoholic KOH on CH3CH2Cl, then it would have
given CH3CH2OEt instead of our expected alkene.
2) The base used should not be bulky. For example, EtONa gives
Sayetzeff product, but tertiary butoxide gives Hoffmann product.
