(a) Fluorine
Halogens have a big electron affinity because of their electron
configuration. More electrons in an atom means more repulsion
with the upcoming electron, so the biggest affinity has the
halogen with the lowest number of electrons.

Hmmm... Found out that it is chlorine because the fluorine ion
will have a "very high charge/mass ratio". Affinity has always
been a problem maker :D.

Yes, electron affinity decreases on going down the group.
However, Chlorine has the highest affinity of all even more than
Fluorine because the higher value of chlorine is attributed to
pi-bonding involving hybridization at p and d orbitals, which is
not possible in Fluorine being in the short period. You can
notice the sudden jump in electron affinity in the third period
compare to two although it decreases on descending a group. So,
Chlorine has the highest value and obviously Fluorine is the
most electronegative element.
