       is fixed, or could be whole number multiples of the fundamental
       ratio..

       Yes, it is :-) J.J Thomson had calculated the charge to mass
       ratio of the electrons. Its value is -1.76*1011C Kg-1 However,
       the magnitude of the charge on electron was determined by
       Millikan through his famous oil drop experiment.
