       very simple because of difference of E.N value of Oxygen and
       Hydrogen. (3.5 Oxygen 2.1 hydrogen = 1.4 compound nature polar)
       and the other reason is the lone pairs of electrons of oxygen.

       Not necessarily. Hydrogen bonding is present when Hydrogen is
       bonded to an electronegative atom, like F, Cl, O, N, etc. The H
       atom will have partial positive charge, and the electronegative
       atom partial negative charge. The hydrogen bond could exist as a
       short range attractive force between the H atom of one molecule
       and the electronegative atom of the other molecule. Thus
       adjacent molecules tend to associate themselves in pairs, held
       together by hydrogen bonding
