       what`s the effect on surface tension of water if we add a soap
       solution in it?

       I think it `ll lower the temperature of water so surface tension
       will rise...but am not quite sure about that

       It's quite the opposite. Soaps drastically decrease the surface
       tension of water. Surface tension is an effect caused by the
       attraction of the surface molecules to the inner molecules in
       liquid water. When  soap is dissolved in water, the presence of
       soap molecules weakens the relative forces of attraction between
       the water molecules, thus reducing the surface tension.

       Water is generally cool to the skin, just as soap solution is.
       most likely a beaker of soap solution and a beaker of water will
       not have much difference in temperature, yet the surface tension
       of the soap solution will be much lower than that of water. This
       is because the dissolved ions and the soap molecules mix between
       water molecules, and also form weak chemical bonds with water
       molecules, thus reducing the attractive forces between water
       molecules. When the attractive forces between water molecules is
       reduced, surface tension reduces as well.

       Surface tension may be regarded as force per unit length or
       energy per unit area of the surface of liquid :)
