Solid state, i.e Ice. From Kinetic theory, average Kinetic
energy of molecules vary directly with temperature.
Hence water entropy as a solid will be lower than as a liquid
or gas

Your question sounds a bit broad, but it looks to me like you're
asking 'at what temperature is water least disordered?'
If that is your question, I don't think 4'C will be the answer.
At 4'C, water has it's highest density, but this does not mean
lowest entropy.

Entropy is proportional to the mean velocity of the molecules.
For the gaseous state, the mean velocity is inversely
proportional to the molar mass
Vrms = sqrt. 3RT/M
(sqrt is square root)
hence for an ideal gas, the entropy is expected to decrease with
density.
But for liquids and solids, such relationships are difficult to
establish due to the dominance of intermolecular forces.

OK is hypothetical, but if its possible to achieve that will be
the temperature with least 'disorder' of H2O molecules
