The gods don't decide the spell, the Wizard Shazam does.

That's not how permission works.
Marvel not suing over a name isn't the name as Billy being a
Marvel character, so he can't be Kree.

make him their champion again or pick new champion? Should the
source imbue billy with its power? Should mary marvel get new
gods? Should odin add his power to shazam spell? Should the new
gods create a champion? Is it time to combine forces to create
new shazam champions?
