Fury doesn't decide what S.H.I.E.L.D. can and cannot do.
He's the enforcer of what the government tells him to do, same
as the leader of S.W.O.R.D.

I feel nick fury sr and jr should become agent of the cosmic
entities and get total authority and bring all shield and it
subsidiaries together and as part take control of the bad guys
versions of them and then bring a avenger current and past to
run each section, lik dr strange runs the new shield division
wand, and as part nick fury sr and jr are given power to make
the bad guys versions of them change, what ya think?

Bad guy versions are always a bad idea.
Good guys are supposed to solve crime, not create crime.

have unlmited access to all disney properties including amalgam

Bad guys are bad guys, they don't just change. It's like you
forgot the movies, HYDRA were legitimate S.H.I.E.L.D. agents for
years until they had the upper hand and turned on their
superiors. If Nick Fury Sr. and Jr. knowingly recruited bad
guys, they would be setting themselves up for the same problem
all over again.
Individuals can change, entire organizations exist to compete
with the heroes. They aren't just going to let Nick Fury become
stronger than they are and tell them what to do, that's the
whole reason they're the bad guys.

Bad guys are bad guys, they don't just change. It's like you

assets. It's too much coordination to use long-term, so the
purpose of what you're asking would be lost almost immediately.
And again, bad guys don't want to be part of anything good.
They would have to be threatened or bribed, and good guys don't
threaten or bribe.
