Again, it's not up to me, it's up to whoever is thinking about
it.
Protocols mean fearing the heroes will turn on the public. It
means preparing to kill people you respect.

Because they don't trust the heroes. The populace felt as
though they were attacked by the Justice League, that demanded
action to protect people from them in the future.

Responsibility.
The government has checks and balances, superheroes are private
citizens. The same way law enforcement wouldn't want regular
people arresting criminals, she doesn't want regular people with
superpowers handling villains.

Her idea is for a government organization to handle it.
Superheroes' idea is for themselves to handle it independent of
oversight and red tape.
