Shioukd the government have special protocalls

Like a protocall for stopping batman familly an all his enemies
or like for buffy an her friends, should government make special
protocalls that will eliminate threats like these, like batman
has special protocalls to taking entire justice league down, so
should governmet have them?

Cadmus Labs worked with the government for anti-Superman
measures, remember?
