Neither.
Stephen Strange is not retiring, Spider-Man is just using a
gimmick to boost sales for a few months.

Sorcerer Supreme is a title, it doesn't have a "region".
Stephen Strange will always be Sorcerer Supreme of everywhere
forever, Spider-Man is doing it temporarily for sales and will
very soon not be Sorcerer Supreme anymore because it will become
boring and defeatist and Marvel knows that.

Titles exist for a reason, Dr. Strange is the one and only. And
he doesn't collect items for fun, he collects what he needs and
nothing more. Too much magic is greed and does more harm than
good because heroes know every weapon you possess can be used
against you.
