Heralds need minds. Ghidorah is a monster, he doesn't
understand what Galactus needs to devour nor how to communicate
his findings to Galactus.

Because it's a crossover. Crossovers rarely need to explain
things nor do they tend to explain things well because it's over
almost as soon as it started.
