That's only up to Hideaki Anno.
It's not a Shin film unless he makes it, and he only makes Shin
films based on franchises he loves.

I think you have bad information.
There is no Shin Sentai coming. Hideaki Anno has no interest in
Sentai.

I have explained this multiple times now, you don't want to
listen to me.
The Shin universe is entirely from the mind of Hideaki Anno,
there is no Shin universe without his input. He grew up with
love for Godzilla, and was allowed by Toho to create a Shin
Godzilla film. He grew up with love for Ultraman, and was
allowed by Tsuburaya to create a Shin Ultraman film. He grew up
with love for Kamen Rider, and was allowed by TOEI to create a
Shin Kamen Rider film.
Hideaki Anno has not been noted to have grown up with love for
Super Sentai, therefore there is no likelihood for a Shin Sentai
film. You're applying YOUR love of Super Sentai to assume every
tokusatsu product will eventually be part of the Shin universe,
that's not how the concept works.
