I was asking for the South though where you can fully take over
a POI.

*Embarrassed* Sorry I'm a doof, I just re-read your answer and
it answered it clearly. I apologize, I admit that I panicked
some when I found out that I was doing something wrong (as per
my other recent posting) and during my frustration and fluster
my level of comprehension went right out the window. I apologize
to everyone for my number of posts over the past few hours and
I'll try to be better about posting questions and understanding
what someone's trying to explain to me.

South has very little if any rules about building or claiming.
Any POI is free game to claim. If you want it, claim it and
build anything you want. If they have it, take it.

You are not aloud to "take it". You may raid a base, per the
rules of raiding, but you cannot destroy someone's base nor
claim it as your own.
