Thank you for clarifying this. I have found several unauthorized
claims such as these in the last couple of days. Aside from
specific POIs I would like a ruling on the caves, which have
easy access to resources. If a cave is not in a "base" should it
be claimable on the PVE side? What is to stop someone from
land-claiming all the caves in a 1 km area and just placing a
chest to store the resources they have mined? In my opinion, if
you lay a claim you should have some kind of structure as well,
not just a hole in the ground. The one in particular I have
found is right next to a military camp (but I think the
protection is just outside of the camp boundary) so it is doubly
questionable to me.

The claim in the cave (Hole in the ground was more like it) near
the military base is mine. I only use the chests while in the
area there is some odds and ends left there but that's it just
stuff I couldn't carry. I have no problem with removing the land
claim if need be. It's not my intention to be a resource hog
this is the only claim I have on a mine anywhere. In fact I have
three claims right now. My initial base that is only occupied
now by one of my friends (badabing) and I also return there to
loot our SGM and WST crates from time to time. Another claim is
my mining location just north of there. And my final claim is
the new and permanent base in the PVP area.

Nav server is too small to allow any claiming of POIs but on the
Random Gen server I don't think Banks should be permitted to be
claimed. Not sure about the theatre but definitely not the
Missile Silos either.
However, I personally think it would be cool to allow the prison
so long as it is a group of people and not just one person. The
Walking Dead prison scenario would be pretty cool to play out.

The prison and the Brother Theater aren't a big deal as far as
resources- not much better than the Hunting Lodge. Sure, the
Prison gives you early game concrete walls to hide behind, but
without a way to repair them, that can be more of a hindrance
than a help. Their both some prime fine real estate, but not a
first choice on many lists I'm sure.
IMO Red Mesa and the Bank both need to be on the no-fly list.
with just a little bit of work, the bank is a fortress in
defense, and the RMF doesn't need any help. Both have an
excessive amount of resources- the bank is 20+ wall safes, IIRC
for registers that are a MUCH bigger deal now than in 14.X
because of traders, and assorted bins and desks. The RMF is a
complete treasure trove, it's an apocalyptic toy store.

Red mesa is the missile silo poi, isn't it?
banks are on there, until I can mod them again.
The prison has jack shit in it, and the theaters and hotels
also.
