Vote points reset to zero

I rarely ever spend my vote points, but since that is the only
way to get a 2nd land claim block I checked to see how much it
cost and found out that I have zero vote points in the bank. Can
you let me know what's up with that please?
I know hadn't voted in a couple of months because I wasn't
playing but unless they were reset or converted I should have
100ish points to spend.
